Overview
We are seeking a Program Manager (ISP) to lead delivery, growth, and operational execution for data center and structured cabling infrastructure projects in the Phoenix market. This role combines business leadership, customer engagement, and field operations oversight, with responsibility for scaling delivery capabilities, driving profitability, building a high-performing team, and establishing a repeatable delivery model.

This individual will be responsible for leading the launch and growth of the Hyperscale Data Center ISP business unit, with full responsibility for business development, project execution, and overall P&L performance. This role requires a hands-on leader who can drive new client acquisition, oversee successful project delivery, and establish the operational foundation for long-term growth.

The ideal candidate brings strong ISP/data center construction expertise, financial acumen, established industry relationships, and the leadership presence to support both customer growth and operational excellence within a growing division supporting wireless, wireline, and data center infrastructure initiatives.


Key Responsibilities
Project Delivery & Operations

  • Lead project delivery from pre-construction through closeout, including estimating support, staffing plans, scheduling, materials coordination, QA/QC, and handover
  • Build and scale ISP field operations playbooks and repeatable delivery standards, including MOP/SOP templates, TIA-606 labeling standards, and documentation workflows
  • Oversee structured cabling and data center infrastructure delivery for enterprise and hyperscale customers
  • Coordinate with construction, electrical, OSP, and data center operations teams to support integrated delivery
  • Drive continuous improvement initiatives related to standardization, reporting, tool control, prefab opportunities, and operational efficiency

Financial Management & P&L

  • Forecast labor and materials and manage margins, WIP, risk, and change orders
  • Support profitability through sound estimating, resource allocation, and cost controls
  • Partner with finance and PMO teams to support performance visibility and business outcomes
  • Support project scopes ranging from approximately $15M–$115M depending on project complexity

Customer & Strategic Growth

  • Direct customer engagement with enterprise and hyperscale operators, including executive-level relationship management
  • Manage SLAs, scorecards, and executive performance reporting
  • Support business growth initiatives and help expand market presence in targeted regions
  • Contribute to long-term data center growth strategies over a multi-year horizon

People Leadership

  • Recruit, develop, and retain ISP talent across field and delivery teams
  • Implement training ladders, support workforce development, and reinforce safety culture
  • Lead teams that may scale significantly based on project demand, including oversight of substantial technician and field resources

Required Qualifications

  • 7–10+ years of experience in structured cabling, data center infrastructure, or related ISP environments
  • 3+ years leading field teams, programs, or delivery organizations
  • Proven experience delivering ISP scopes in live or greenfield data center environments
  • Strong knowledge of TIA/EIA standards, TIA-606 labeling, test/certification practices, and documentation standards
  • Demonstrated P&L responsibility, including margin management, forecasting, and risk mitigation
  • Strong client-facing leadership skills with experience engaging executives and site leadership
  • Experience supporting complex, multi-project delivery environments
  • Ability to meet customer site access, background, drug screening, and badge requirements
  • Ability to travel as required

Preferred Qualifications

  • Experience supporting hyperscale or colocation environments (AWS, Microsoft, Google, Oracle, Meta, or similar)
  • BICSI RCDD or DCDC certification preferred
  • OSHA 30 and PMP preferred
  • Manufacturer certifications (CommScope, Corning, or similar) strongly preferred
  • Established industry relationships within data center or ISP markets preferred
  • Experience with SiteTracker, Sage, or similar delivery/project tools preferred

Work Environment / Travel / Schedule

  • Field-based, customer-facing role with hybrid flexibility
  • Significant travel expected (approximately 75% regional travel; includes Phoenix market and additional regional support)
  • Full-time leadership role supporting multiple concurrent projects

Compensation

  • Base Salary: Starting at 140,000 annually, depending on experience
  • Performance-based bonus eligible
